The ever louder rumblings over the past half year of a nuclear power industry comeback reached a crescendo last month. Articles with the same broad message burst forth in the mainstream press on both sides of the Atlantic: only investment in a massive program of nuclear build can save the world from the ravages of global warming. The New York Times spun its story on the claim that top ranking environmentalists now see nuclear as indispensable. The British press was stirred to action by a blatantly leaked memo from inside the corridors of government warning that urgent action is needed to spur a nuclear revival before the country runs out of power.

Make no mistake about it, the crescendo was no coincidence. It was masterfully orchestrated by a well constructed and well oiled public relations machine, painstakingly put together over the past year by a nuclear industry facing steep decline. Nuclear capacity is going offline around the world and very little is being built - just three new reactors were completed during 1998-2003 and of the list of 25 supposedly in construction, very few are in the West. All the signs indicate that nuclear is stopping at nothing to save its skin. As an astute article documenting nuclear's PR spending in the New Statesman, a British political commentary magazine, put it: "We are all being taken in by a carefully planned public relations strategy."

A major part of that strategy is to subtly and quietly undermine the technical and economic ability of wind power to play a major role in electricity supply. In a true wolf-in-sheep's clothing trick, the nuclear lobby pours forth woolly words on "partnerships" with renewable energy, while savaging wind behind the scenes. Among the so-called "fact sheets" from the World Nuclear Association is one on renewables. It blithely tells us, after a wicked manipulation of statistics, that Britain's 20% renewables target "is neither technically nor economically feasible." That is a downright lie. Britain's power system planners are not idiots. They have studied the effect of 20% wind alone and there are no technical barriers.

There are no economic barriers either, as we devote space to pointing out in this issue in a detailed comparison of nuclear and wind costs. It was not an easy exercise. While the cost of wind today can be easily determined from the wealth of available facts, nuclear costs can only be arrived at by accepting what the industry claims it can build plant for. Actual numbers are in short supply. But we took nuclear at its word, using its estimates of cost should it be allowed to build a series of eight stations, 10 GW, in Britain. (Power from just one nuclear plant looks so expensive as to be off the wall chart). We then compared generation costs for nuclear and wind on two level playing fields: if both were funded in the public sector and if both were financed in the private sector. Not surprisingly, wind costs no more to generate than nuclear in the public sector and is 20% cheaper in the private sector. No wonder nuclear tacitly admits it cannot survive without massive government support.

As relevant as generation cost is, the real nub of the economic issue is what the consumer pays after all the costs are included, such as nuclear de-commissioning and extra reserves for wind. Even the nuclear industry admits that until wind is providing 10-15% of electricity, adding wind is cheaper than adding nuclear. After that there is room for some doubt and discussion, as our article reveals in a neat graphic.

Significantly, with up to 30% wind on a system, or perhaps even more, there is no certainty that nuclear is cheaper, even with the huge economic bonus of a 10 GW order, and certainly not if the order has to be met in the private sector. We did not embark on a calculation for 10 GW of wind, but our invited columnist this month provides an indication of the economic feasibility of gigawatt scale wind power.

Hit back with brilliance

For the most part the nuclear lobby has been careful to sidestep the economics issue. The "too cheap to meter" claims of the 1960s, when it proved to be anything but, have yet to be lived down. Instead, the industry's battle-cry is that "only nuclear power offers clean, environmentally friendly energy on a massive scale."

That a technology producing highly lethal waste with no acceptable means of disposal is "clean" and "environmentally friendly" beggars belief-and the back-handed swipe to wind that it cannot match nuclear on scale is plain audacious. Nuclear supplies 16% of world power. In Britain it supplies 24% and in America 20%. Nobody would dispute that at these levels nuclear plays a major role. Well, in Denmark, wind supplies 20% and power system operator Eltra says 50% would be okay too.

Governor Arnold Schwarzenegger Backs New Million Solar Roofs Effort

After the legislative demise of the Million Solar Roofs Initiative this summer, supporters have looked towards the California Public Utilities Commission as the next and most promising avenue for passing the program. That effort is officially underway after Governor Arnold Schwarzenegger this week called for the advancement of the program and specifically cited the CPUC as the way to do so.

The CPUC has a pending regulatory package with provisions to carry out this incentive program and promote solar installations in residential construction.

On Thursday, the Governor announced his intention to "aggressively pursue" his initiative with the CPUC, overcoming the obstacles presented by the Legislature and its special interest issues at the end of this year's session.

"Energy is one of the most important issues in our state. Solar energy is a renewable resource, and one that California should capitalize on. By producing power from the sun, we are cleaning the air, helping our climate, and reducing the burden on our electricity transmission grid," said Governor Schwarzenegger. "Unfortunately, special interests were put in front of the peoples' interests when Senate Bill 1 was amended with rules and requirements that would only benefit labor unions instead of consumers, our environment and energy supplies."

Schwarzenegger played a major role in crafting the legislation. The proposal (SB1) to put one million solar installations on homes and businesses in California stalled in September after union-sponsored amendments made it unsupportable by Republicans and some Democrats.

The Governor's initiative is a comprehensive incentive-based approach to solar development including new home construction, industrial and commercial uses. By encouraging the integration of solar power, the initiative would provide approximately 3,000 MW - enough to power three million homes - of peak energy, the most costly and scarce energy available.

The proposal establishes a 13-year declining rebate structure designed to expand the use of solar energy in homes and businesses across California.

The Solar Million Roofs Initiative had bipartisan support until the end of the legislative session when union-sponsored amendments made it unsupportable because of increased costs associated with required prevailing wages and non-solar related labor provisions. SB1 stalled in the Assembly Appropriations Committee (for solar industry reaction to union issues, see the link below to read a related story).

Hollaback Girl first million seller online; Stefani to receive music industry award

Researchers at the UCLA Henry Samueli School of Engineering and Applied Science hope to meet the growing demand with a new and more affordable way to harness the sun's rays: using solar cell panels made out of everyday plastics.

With oil and gas prices in the United States hovering at an all-time high, interest in renewable energy alternatives is again heating up. Researchers at the UCLA Henry Samueli School of Engineering and Applied Science hope to meet the growing demand with a new and more affordable way to harness the sun's rays: using solar cell panels made out of everyday plastics.

In research published today in Nature Materials magazine, UCLA engineering professor Yang Yang, postdoctoral researcher Gang Li and graduate student Vishal Shrotriya showcase their work on an innovative new plastic (or polymer) solar cell they hope eventually can be produced at a mere 10 percent to 20 percent of the current cost of traditional cells, making the technology more widely available.

"Solar energy is a clean alternative energy source. It's clear, given the current energy crisis, that we need to embrace new sources of renewable energy that are good for our planet. I believe very strongly in using technology to provide affordable options that all consumers can put into practice," Yang said.

The price for quality traditional solar modules typically is around three to four times more expensive than fossil fuel. While prices have dropped since the early 1980s, the solar module itself still represents nearly half of the total installed cost of a traditional solar energy system.

Currently, nearly 90 percent of solar cells in the world are made from a refined, highly purified form of silicon -- the same material used in manufacturing integrated circuits and computer chips. High demand from the computer industry has sharply reduced the availability of quality silicon, resulting in prohibitively high costs that rule out solar energy as an option for the average consumer.

Made of a single layer of plastic sandwiched between two conductive electrodes, UCLA's solar cell is easy to mass-produce and costs much less to make -- roughly one-third of the cost of traditional silicon solar technology. The polymers used in its construction are commercially available in such large quantities that Yang hopes cost-conscious consumers worldwide will quickly adopt the technology.

Independent tests on the UCLA solar cell already have received high marks. The nation's only authoritative certification organization for solar technology, the National Renewable Energy Laboratory (NREL), located in Golden, Colo., has helped the UCLA team ensure the accuracy of their efficiency numbers. The efficiency of the cell is the percentage of energy the solar cell gathers from the total amount of energy, or sunshine, that actually hits it.

According to Yang, the 4.4 percent efficiency achieved by UCLA is the highest number yet published for plastic solar cells.

SECOND, Wake Forest: NMSU/Wake Forest solar breakthrough will help spur viability of alternative energy

The silicon level of energy conversion has been a difficult reach for researchers on organic solar technology, with many of them hitting about 3 to 4 percent. But the NMSU/Wake Forest team has achieved a solar energy efficiency level of 5.2 percent.

SANTA FE -- Imagine being able to “paint” your roof with enough alternative energy to heat and cool your home. What if soldiers in the field could carry an energy source in a roll of plastic wrap in their backpacks?
Those ideas sound like science fiction ? particularly in the wake of the rising costs of fossil fuel.

But both are on the way to becoming reality because of a breakthrough in solar research by a team of scientists from New Mexico State University and Wake Forest University.

While traditional solar panels are made of silicon, which is expensive, brittle and shatters like glass, organic solar cells being developed by this team are made of plastic that is relatively inexpensive, flexible, can be wrapped around structures or even applied like paint, said physicist Seamus Curran, head of the nanotechnology laboratory at NMSU. Nanotechnology, or molecular manufacturing, refers to the ability to build things one atom at a time.

The relatively low energy efficiency levels produced by organic solar cells have been a drawback. To be effective producers of energy, they must be able to convert 10 percent of the energy in sunlight to electricity. Typical silicon panels are about 12 percent energy conversion efficient.

That level of energy conversion has been a difficult reach for researchers on organic solar technology, with many of them hitting about 3 to 4 percent. But the NMSU/Wake Forest team has achieved a solar energy efficiency level of 5.2 percent. The announcement was made at the Santa Fe Workshop on Nanoengineered Materials and Macro-Molecular Technologies, which opened Sunday and continues through Friday.

“This means we are closer to making organic solar cells that are available on the market,” Curran said.

Conventional thinking has been that that landmark was at least a decade away. With this group’s research, it may be only four or five years before plastic solar cells are a reality for consumers, Curran added.

The importance of the breakthrough cannot be underestimated, Curran said.

“We need to look into alternative energy sources if the United States is to reduce its dependence on foreign sources,” the NMSU physics professor said.

New Mexico Economic Development Department Secretary Rick Homans added, “This breakthrough pushes the state of New Mexico further ahead in the development of usable solar energy, a vital national resource. It combines two of the important clusters on which the state is focused: renewable energy and micro nano systems, and underlines the strong research base of our state universities.”

A cheap, flexible plastic made of a polymer blend would revolutionize the solar market, Curran said.

“Our expectation is to get beyond 10 percent in the next five years,” Curran said. “Our current mix is using polymer and carbon buckyballs (fullerenes) and good engineering from Wake Forest and unique NSOM imaging from NMSU to get to that point.”

Ballard sells 100 Mark9 SSL's to General Hydrogen

Ballard Power Systems (TSX: BLD, Nasdaq: BLDP) today announced that it is has signed a Supply Agreement with General Hydrogen (Canada) Corporation (“General Hydrogen”) to deliver more than 100 Mark9 SSL™ fuel cells, ranging in power output from 4.8 kilowatts to 21.1 kilowatts, for integration into General Hydrogen’s power units, currently available for early commercial sales in the lift truck market.


Ballard expects to begin unit deliveries in the fourth quarter of 2005. The Supply Agreement runs through the fourth quarter of 2006. Following anticipated commercial sales in 2006, Ballard and General Hydrogen have the option to negotiate a follow-on supply agreement to support higher volumes in 2007 and beyond.


“Our Mark9 SSL™ fuel cells are attracting a great deal of interest from potential customers worldwide. The flexibility of our Mk 902 fuel cell platform, which was developed for automotive applications, provides systems integrators like General Hydrogen with a high-value, cost-effective alternative to the conventional technologies being used in fork lift applications today,” said Noordin Nanji, Ballard’s Vice President, Marketing & Business Development.

The Sacramento Municipal Utility District (SMUD) has received five hydrogen fuel cell vehicles from Ford Motor Company and two from DaimlerChrysler for testing in a real-world driving environment research, development and demonstration project. Sacramento is one of the seven U.S. cities chosen for testing the vehicles as part of the federal Department of Energy Hydrogen Learning Demonstration Project. British Petroleum (BP) will supply the fuel for the vehicles.

Danish Study: Offshore windfarms a benign blessing

No evidence of environmental impact from offshore windfarms

COPENHAGEN, Denmark, October 12, 2005 (Refocus Weekly) Offshore windfarms do not appear to be invasive to the environment, according to research by a EU-funded program.

The program, ‘Concerted Action for Offshore Wind Energy Deployment’ (COD), is an extension of the Offshore Wind Energy group that was set up as a source of information on offshore wind energy. An earlier project finished in 2001 and received funding from the Dutch governmental agency SenterNovem until 2003, since when it has operated independently.

“We have put the latest available information on studies and research about offshore windfarms into one database,” says Ruud de Bruijne of SenterNovem. “It is too early to draw conclusions yet, as all results come from individual cases; however, there is no evidence found yet to support the theory that offshore windfarms could have an environmental impact on a short term basis.”

“What we can say is that whilst there might be some accumulative effects in the long term, from a short term point of view environmental impact is not a bottleneck for the deployment of offshore wind,” and he will present final monitoring results at Copenhagen Offshore Wind conference later this month.

COD has developed a database with 280 entries from Belgium, Denmark, Germany, Ireland, the Netherlands, Poland, Sweden and the United Kingdom, and it claims to contain all environmental assessment, baseline and monitoring studies from offshore windfarms in Europe. The information contains data on marine ecosystem (marine mammals, birds, bats, fish, soil/seabed, water/hydrology, visual landscape) and potential influencing factors which result from construction and operation of windfarms and which can affect the environment (noise/vibration, barrier and scaring effects, electromagnetism, disturbing effects of construction/maintenance traffic, sedimentation/turbidity, visual intrusion).

It also examines potential environmental impacts from collision of birds/bats, changes in migration, damage of mammals hearing ability, change of habitats, changes in species abundances, changes in hydrography and sediment structures, and pollution caused by ship collisions.

“Offshore wind is a relatively new activity,” says the COD site. “Knowledge gaps on potential impacts on the marine environment and the significance of such impacts still exist.”

Developers of offshore windfarms are obliged by national authorities to undertake project-related environmental baseline surveys and monitoring studies, and to undergo Environmental Impact Assessments. COD collects this information to facilitate support “responsible deployment of offshore wind in Europe.”

The database is available in Microsoft Access.

COD is designed to accelerate deployment of offshore wind by early identification and removal of non-technical barriers in legal, administrative, policy, environmental and electrical infrastructure areas. It wants to provide a harmonized European process for deployment, environmental impact analysis, permission procedures and grid integration for offshore windfarms.

COD is steered by a committee of energy departments in the eight countries, which have 90% of the technical potential for the EU’s offshore wind. Six other sea-bound countries (Finland, France, Spain, Portugal, Italy and Greece) will be offered access to working group meetings and documents

Legal and policy Issues to be addressed include conflict between regional, national and European law, jurisdiction issues, energy labelling, conflicts of interests with other groups (oil- and gas industry, fishery, shipping lanes, nature and defence), and balance between local (consumer) and global interests. Environmental issues include birds, benthic flora and fauna, sub-sea noise, visual intrusion, coastal impacts and spatial planning, while grid infrastructure issues include the geographical distribution and time scheduling of the installed wind power, locations of onshore grid connection points, and expansion plans of national grids.

Australian report says universities can lead conversion to solar power

Universities should take the lead on green power

SYDNEY, Australia, October 12, 2005 (Refocus Weekly) The market for green power in Australia would increase by 20% if all universities in the country were to purchase one-fifth of their electricity from renewable energies.

“The university sector has the opportunity to reduce energy use by 20-30% through energy efficiency measures with rapid paybacks,” says the ‘University Clean Energy Report’ prepared by Greenpeace Australia Pacific. “The substantial financial savings from this can then be invested into the purchase of renewable energy to meet the 20% clean energy target and further reduce greenhouse emissions.”

“The combination of these two actions could deliver greenhouse savings of more than 40% for each university,” it concludes.

Electricity in Australia costs an average of 8c/kWh (Aus$80/MWh) and green power attracts a premium of 4c ($40/MWh), or a 50% price premium. To adopt the Greenpeace target of 20% from renewables by 2020, this would represent an annual price increase of 10%, it calculates.

If a group of universities were to bundle their green power requirements into one contract, the retailer would have lower administration costs and pass the savings to the institutions. If all universities in the country purchased 20% green power, it would create a demand for 200,000 MWh each year, which represents 20% of current green power purchases and “a substantial boost to the Australian renewable industry.” It would also displace the emission of 200,000 tonnes of CO2 emissions.

“Dealing with climate change will require long-term and sustained action by the whole
community, including universities,” but the report’s recommendations are “only the start of what will need to be a concerted campaign of action if we are to slow and ultimately stop human-induced climate change.” Universities which take a lead on purchasing green power “will reap the financial, social and environmental benefits in both the short and long-term.”

“The continued growth of the Australian renewable industry will reduce costs and enable universities to increase their commitments beyond purchasing 20% green power and also installing on-site renewable energy systems,” it explains. “The careful development of long-term strategies by universities, 10 or 20 years in scope, will ensure that they can achieve steady incremental change.”

“Universities that implement strong green building policies will over time become known for their world-class facilities and potentially attract more staff and students to work on their campuses,” it concludes. “Those that do not may well be left behind.”

A “steady and incremental increase” in the use of renewables and the adoption of green building policies will position universities to achieve substantial GHG reductions of 60% by 2050, which the report admits is a large reduction but one which will allow 40 years to achieve the target.

“The university sector could be a potential leader in the adoption of clean energy and
green building policies,” it explains. “Universities are substantial energy users that own and operate large facilities. They are also seen as community leaders and have a significant influence on their students, staff, and the general community.”

Renewable Energy in America: the Policies for Phase II

Washington, D.C. The American Council On Renewable Energy (ACORE) and over 35 Supporting Organizations are calling for new national goals and a public policy framework called "Phase II" for Renewable Energy in America. Decades of research and development have provided the technologies to move renewables foward. It's time to move on to Phase II: a major deployment phase for these technologies.


Historical Achievement: Phase I

Phase I is defined as the 30 year period from about 1973 to 2002, starting with the original oil embargo and energy crisis. During this period, the US federal government invested $99.2 billion dollars in energy research, development and demonstration (RD&D), including $49.1 billion for nuclear power, $24.8 billion for fossil fuels, $14.2 billion for renewable energy, and $11.1 billion for energy efficiency (Source: Congressional Research Service).

The $14.2 billion dollars of investment in renewable energy RD&D included programs for solar heating & cooling, solar thermal-electric, solar photovoltaics (PV), wind power, geothermal energy and power, hydropower (river and ocean), and biomass (bioenergy, biofuels and bioproducts), plus related investments in power systems, energy storage, and other areas.

The United States' investment in renewable energy technology was a government program success. It has achieved the original goal of creating technology options. Today, we see an initial round of commercially-available and economically-viable technologies in every renewable energy category, ready for widespread deployment, continued improvement, and further cost reduction through continuing R&D and technology transfer programs.


Looking Forward: Phase II

In December 2004, ACORE and the Phase II Supporting Organizations convened a policy forum entitled "The Call for Phase II" to ask the renewable energy community: has Phase I been successful, and are we ready for a Phase II? The answer, from all of the reports we gathered on technology and market readiness, was a resounding "yes." The Phase II coalition then turned to the question, what would a Phase II look like? Or, more specifically: "What are the national policies that will result in renewable energy contributing 20% - 30% - 40% of national energy supply by 2020 - 2030 - 2040?"

This presented a new policy challenge, breaking away from decades of thinking about developing new technologies, overcoming institutional barriers to commercialization, and creating initial demand to drive down costs through volume manufacturing.

But how to break out of the mindset we have been in for so long? How to change our lexicon from "a tax credit to help spur initial demand so that we can drive down the cost curve" to something like "fair tax treatment and policies in proportion to the public benefits that are generated by renewable energy?"

In an effort to find answers, ACORE held regional policy roundtable meetings in Austin, Boston, Chicago, Los Angeles, Phoenix, Portland, Raleigh, Sacramento, San Diego, San Francisco, Worcester, Mass and Washington, DC during July and August 2005. The meetings brought together 20 to 40 experts on renewable energy technologies, economics, applications, industry, regulation, and policy. In total, over 300 experts participated in the series. The findings were stunning -raising questions such as:

- Would the U.S. be a higher or lower taxed society if renewable energy increases? The answer appears to be "lower" and should be analyzed carefully as a new rationale for support.

- How would electric utility decision makers see renewable energy options differently if all utilities were required to offer customers 5-,10-, and 20- year fixed rates?

- How much more would it cost Detroit to produce all vehicles with flex fuel capability? Some say that the answer is "zero". This would allow every American to purchase biofuels wherever available.

- What are the current government incentives for consumers to purchase more efficient cars and/or biofuels? Some would say "none" because the current incentives are directed at the suppliers, not the consumers. How could we have missed this, for all these years?

- What would happen if we had to get a building permit not to put a solar system on our new houses? This is raises very basic questions about why we have permitting to begin with.

- What is the "natural geography" of strategies that will put renewable energy into widespread use in America - national, multi-state regional, state, sub-state regional, or local? The consensus seems to be that the natural boundaries for renewable energy markets are regional, not matching the lines of political jurisdictions. The implication is that there is a need for collaboration between levels of government.

- Which government incentive for renewable energy would Wall Street prefer? A 30% subsidy on initial cost of the systems? A 20-year assurance of project revenues? A loan guarantee program? If, as some believe, Wall Street wants reasonable assurance of revenues, then this suggests a shift from cost-based incentives in Phase I to performance-based incentives in Phase II.

- Do we have the mechanisms to monetize full value of the environmental benefits of renewable energy? The answer is, of course, no, and we need to work diligently towards this outcome.

We found no silver bullet in Phase II -- no single answer or philosophy that will win the day. The vastness of our country, the very regional nature of the resources, and the patchwork of political jurisdictions all point to a national strategy that first of all accommodates the diversity of opportunities and issues.

Indeed, the shift from Phase I, the relatively simple funding of RD&D through traditional government funding mechanisms, to Phase II, where policy must accommodate the breadth of differences across a huge nation, will be a great challenge, and worth our best efforts.

These any other challenges will be addressed at "Renewable Energy in America: the Policies for Phase II" will take place October 17-18, 2005 in the Cannon Caucus Room on Capitol Hill in Washington, DC. There will be plenary sessions of leading speakers, workshops for attendees to talk with speakers about policy strategies, and networking receptions. All are invited to pre-register and participate.

Green Day, Foo Fighters, The Strokes all to play Australia

NEW York rockers The Strokes revealed yesterday they will join a heavyweight roster of international stars for the crowded Australian summer concert season.

Frontman Julian Casablancas told The Saturday Daily Telegraph the band will launch their much-anticipated third album with a "pub" gig in Sydney next month.

The band have enjoyed popularity here since their 2001 debut album, Is This It, and were keen to let their Australian fans be among the first to hear the new songs, which will not be officially released until January.

The first single, Juicebox, was leaked on the internet two months before its release because of intense international interest in the band's new direction.

While they start their world tour with huge stadium concerts in South America later this month, Casablancas said their Australian showcases would be a lot more low key.

"I think we are going to be playing a small bar. It's all still being worked out," he said.

Australian music fans are spoilt for choice in the next six months, with local and international acts hitting the road.

Annual festivals, including Homebake, are selling out in record time.

This year's Homebake is headlined by Neil and Tim Finn and is expected to feature a star-studded line-up of guest artists including Oasis' Gallagher brothers and Split Enz.

American supergroup Foo Fighters and Green Day will both play to more than 30,000 fans at the Sydney SuperDome and the Sydney Cricket Ground respectively in December.
