Like pure water for the parched investors
Gone are the days when you could lead an investor to water but not make him drink. Rob Stock of stuff.co.nz reports.
Fund manager Liontamer is calling it "blue gold". The rest of us call it water.
But whichever of the two designations you choose, heavyweight research suggests there's money to be made for investors sinking their cash into global water investments.
Liontamer, a home-grown fund manager purchased this year by Belgian bank KBC, has launched a capital-protected water fund that does just that.
The fund is just a toe in the water. Although the offer locks away investors' cash for three to five years, Liontamer plans to launch an "open-ended" water fund in November, allowing investors to invest and withdraw their money at will.
That fund heralds a new era for Liontamer as it launches two other funds which will have similarly planet-conscious mandates: an alternative energy fund and a climate change fund which will invest in, among other things, carbon credits.
The sudden greening of Liontamer, which has attracted over $200 million from Kiwi investors by focusing solely on capital-protected products, is related to its new owner, KBC, says Liontamer's Janine Starks, but is less about a save-the-planet ethos and more about generating hard investment returns.
KBC has one of only three water funds on the planet, run by a team of fund managers in Dublin led by Jens Peers, a team which also manages alternative energy and climate change funds.
"First and foremost, we believe in good investments," Starks says. "If there is an environmental overlay, then that's nice."
The investment story for water is based on the world's increasing "water stress". Water consumption globally is increasing faster than the world's population, and though there's lots of the stuff, much of it is in a form that is not usable, or requires new technologies and investment to get at.
For example, 97% of the world's water is in the seas and oceans, and much of the rest is unequally distributed. People in Asia, for example, represent 60% of the world's population, but have only 36% of the world's usable water.
Some countries, such as China, are polluting their supplies so fast their water stress levels are rising rapidly, and are committing hundreds of billions to investing in water treatment and delivery systems.
Water consumption grows faster than population for several reasons. The first is that to feed a growing population, agriculture must become more intensive. The second is that the world is urbanising, with people moving to cities and consuming more manufactured goods, which require large quantities of water to make.
Summit Global Management also says that many people are not paying enough for water, in many cases less than it actually costs to deliver it to them.
"We rage when our water bill increases slightly, and yet we are happy to pay exorbitant prices for non-essential products such as cable television," Summit's John Dickerson and Rob Anfuso wrote in their Case for Water Investing this year.
"This price-to-value inequality will most certainly correct itself," they said.
For those who believe in the water story, the next step is identifying the companies to invest in. Liontamer's capital-protected water fund gives investors exposure to 15 global water companies based in the US, Europe, Japan and the UK. While some treat and deliver water in markets such as the UK, others are involved in sea-water desalination plants in places that are rapidly drying out, such as China and Australia.
The fund has two kinds of units for investors. Booster units which have 100% capital protection, and super-booster units have 90% capital protection. The fund is invested in derivatives tracking an index of 15 water companies five British, four US, two French, and one each from Switzerland, Finland, Japan, and Spain.
The booster units give investors 130% exposure to rises in the index, which would equate to a 78% rise in the value of units, should the index rise by 60%. The super booster units provide 165% exposure, meaning a 60% rise in the index would result in a 99% rise in the units. Investors' cash is locked up for a term of between four and five years, though there is the chance of early redemption, should the fund do very well.
Liontamer is conscious that some might frown on making returns from access to water, which should be a basic human right. For that reason, Liontamer will donate 5c in every dollar raised by the closed-ended water fund to World Vision to help those in developing countries improve their access to water. Currently 1.1 billion people lack easy access to drinking water, according to investment bank UBS.

UK renewable energy investment funds back ethanol, wind power
Buyout groups struggle to invest to save the planet

In spite of Sir David Walker’s admonition in his review of the private equity industry published last week that legislation requires company directors to pay regard to “the impact of the company’s operations on the environment”, large buyout firms trying to invest in assets that are environmentally sustainable face big challenges.
Opportunities to put money into mature companies with a green agenda remain sparse, say industry specialists.
As a result, few mainstream private equity firms have a co-ordinated green investment strategy, where they may be susceptible to interest-rate fluctuations and legislative uncertainty, according to research by Financial News. Most firms say their priority lies with generating returns to investors, not saving the planet.
In the UK the Kyoto protocol, discussions on which began in 1997, has resulted in commercial opportunities in the renewable energy sector to reduce carbon emissions. The Carlyle Group recently backed Ensus Ethanol, a wheat-based bioethanol plant in northern England. But 3i, the listed private equity group, which leads by value in renewable energy according to research firm New Energy Finance, invests only on an ad hoc basis in venture and buyout opportunities in the sector.
There are few UK buyout funds that invest in mature renewable energy companies. Research group Private Equity Intelligence lists only one such fund – HgCapital – that specializes in clean technology investment. Its €300m ($414m) renewable energy fund, Renewable Power Partners, was raised last year by Tom Murley, a lawyer with investment experience in renewables.
The fund invests mainly in mature European wind energy projects. Ian Armitage, chairman of HgCapital, said: “We set the fund up for our existing investors looking to hedge against inflation as well as new investors looking for exposure to low carbon economies. Hg substantially invests in proven technology; it has no interest in investing heavily in technology that is not tried and tested.”
Thomas Rottner, a director with Platina Finance, which owns the UK’s largest onshore wind farm at Burton Wold near Kettering, said: “On assets only, we expect targeted returns of about 12%.
Developed infrastructure assets tend to be safe but you can inject a bit of excitement into returns by putting a small portion of the fund into development.” For this reason, Platina invests in early-stage wind technology and wind farm development projects and has achieved an internal rate of return of 30% on its early stage fund. Hg also invests in wind power development projects in Europe on which it has first refusal once the plants are set up.
The disparity between investment in mature clean-technology opportunities and venture investment is borne out by the fact that private equity investment, including buyout and growth capital, fell in the first half of this year to $3.2bn, while venture capital investment rose to $5.4bn, according to New Energy Finance.
European venture capitalists have seen the merits of investing in clean technology and made an average return of 87% a year on venture investment in low carbon technologies since 1999, according to New Energy Finance. Apax Partners made one of the best venture returns in Europe when it floated solar energy specialist Q-Cells on the Frankfurt Stock Exchange last year, achieving 27 times its money on a investment of €11m over two years.
But investing directly in sustainable companies, whether in the renewable energy sector or elsewhere, may prove a red herring.
Forum for the Future, a non-government organization which lobbies businesses to use sustainability to their commercial advantage, published a paper at the European Private Equity and Venture Capital Association’s annual conference last year, suggesting that buyout houses could raise their profile with government and the public by acting and investing sustainably and find cost efficiencies through their own portfolios of companies.
The report said: “Where the private equity investor is seeking to grow a company over the medium term, then an integrated sustainable development analysis may add value.”
It suggested improving energy efficiency in portfolio companies by saving on water and other resources; undertaking an environmental audit to ensure that environmental compliance standards can be met or improved upon, and better supply chain management as a way to save on environmental and economic costs.

India's Powerful Dilemma

Over the past quarter of a century, India's energy consumption has tripled. The rate of growth is faster than China's, albeit from a lower base, though the causes are the same: rapid economic development, a large and growing population and increasing urbanization. So is the potential threat to air quality and water supplies.
Even under conservative estimates of growth, India's energy requirements are likely to increase by a further third in the second half of this decade, driven by industry, transportation and domestic electricity consumption as living standards rise. Yet India's ambition to grow its economy at a long-term annual rate of 8% is running up against an energy constraint.
Solving it will require continued reliance on fossil fuels--notably coal--greater energy imports and root-and-branch reform of electricity generation, which in India is an inadequate, insufficient and insolvent provision of power that is already causing environmental damage to water supplies.
India currently uses coal for about half of its energy needs. Few see that share changing much over the next two decades, even as overall energy use grows. The country risks creating the same environmental problems for itself that now confront China? (See "Pollution and Prosperity.")
India already has energy-related water shortages. The country's legions of small farmers are heavily subsidized to pump water for irrigation. This not only drains an unreliable and insufficient supply of rural power but also depletes water tables across the subcontinent. This creates a vicious cycle. Lower water tables require farmers to consume more energy to pump ever-deeper water supplies with ever larger pumps. This, in turn, puts more strain on power supplies and contributes to higher levels of greenhouse gases.
Electricity reform is central to both India's economic development and its environmental protection. India produces a lot of electricity, but 30% to 50% is lost along the delivery chain. Utilities that collectively lose $7 billion a year not only fail to deliver the power needed but are soaking up billions of rupees in bail-outs--money that could otherwise be spent on education and health services.
The government has been liberalizing the sector for the past 15 years, but progress is slow, despite the priority given to distribution reform. Thousands of villages are still off-grid, and power shortages in cities are common.
Power generation accounts for most of the coal consumed in India, with heavy industry a distant second. Most electricity is generated from pollution-generating, high-ash coal. The government is promoting a switch from coal-fired to natural-gas plants for power generation and cutting subsidies for low-quality coal--part of a general move to market pricing for energy and anti-pollution measures.
That is happening slowly, too. Replacing existing coal-fired plants is a capital-intensive and time-consuming process. Many of India's highly polluting, low-efficiency coal-fired power plants will stay in operation for years to come. The most feasible alternative, natural gas, has seen its share of India's energy consumption rise from 1.4% in 1980 to only 7% today.
While natural gas is at the heart of the government's policy for cleaner power generation and fertilizer production for the country's huge farm sector, India faces potential problems. Its natural gas imports come from Turkmenistan, Bangladesh, Iran, Miramar--all places that raise questions about the reliability of supply. India's own untapped natural gas fields lie under deep seas.
Renewables are not seen to be feasible on a commercial scale in the foreseeable future. India has one of the largest national programs to promote the use of solar energy, but unlike many developed countries that have turned to solar energy mainly out of concern about the environment and energy security, solar power in India is seen as a cost-effective way to provide energy to small villages and remote areas off the national grid where there is a shortage of electricity.
Nuclear power may by the long-term alternative to coal, but for now, there is little that will check the rapid growth of India's carbon emissions--rising faster than even China's. India has not made the same progress in energy efficiency as China. Its ability to wring economic growth out of each unit of energy it consumes has remained flat for two decades, whereas China has improved markedly.
A big reason is the lack of energy efficiency and conservation measures in most industries at the local level. Ever since the Bhopal disaster in 1984, India has had strong environment protections enshrined in law. However, their effectiveness diminishes due to a lack of enforcement that grows laxer the closer administration gets to the local level.
Thus, air pollution has become India's most severe environmental problem, and one that is likely to continue to worsen. India's per capita carbon emissions are relatively low, at 1.2 metric tons of carbon per person in 2003. (China's emissions were 3.2 metric tons per person, and the U.S.'s 19.8). But India's emissions are forecast to triple by 2020 due to the rapid pace of urbanization, increased use of cars and trucks and the continued use of older and more inefficient coal-fired plants for power generation.
As in China, continued urbanization has exacerbated the problem of rapid industrialization. Cities are frequently unable to implement adequate pollution control, and some India cities--including New Delhi, Mumbai, Chennai and Kolkata--are among the world's most polluted. Urban air quality ranks among the world's worst.
Also as in China, sheer population growth and urbanization make it all the more difficult to pull off the balancing trick of continuing to generate economic growth without destroying the quality of life in both the cities and villages. But unlike China, India has a strained power generation, transmission and distribution infrastructure that is already hampering growth.

NEW DELHI - There has been significant corporate movement to tap the alternative/renewable-energy situation in India.
Last week, a report released by the United Nations Environment Program said global investment in renewable energy, especially solar, wind and biofuel, rose from US$80 billion in 2005 to $100 billion last year, with an especially high rate of growth in developing countries such as India, China and Brazil. Renewable-energy investments in developing countries accounted for 21% of the total.
Biofuel
Recently, British bio-diesel major D1 Oil announced plans to expand operations in India. The company already has agreements with Mohan Breweries and Williamson Magor for jatropha (India's main bio-diesel weed) cultivation and processing. D1 already has 20,000 hectares of jatropha growing in four southern and central Indian states for Mohan Breweries.
The potential of using jatropha for bio-diesel has also attracted Chinese interest in India. A 13-member Chinese delegation was in India recently to explore the possibility of cultivating the weed and exchanging technology.
India's Reliance Industries has already bought large tracts of land in many states for jatropha cultivation, and wind-turbine producer Suzlon Energy Ltd has said it plans to enter the bio-diesel sector in the next four years. Others plunging into the bio-diesel pool include Indian Oil Corp, auto maker Mahindra & Mahindra, which is set to roll out its first biofuel vehicles by the end of the year, and Southern Online Bio Technologies, which has announced plans for a large bio-diesel production unit in Andhra Pradesh in an agreement with Lurgi Lift Sciences of Germany.
However, the enthusiasm for a biofuel future is tempered with not-unfounded fears of jatropha cultivation competing for precious land traditionally devoted to edible agriculture.
Others say India's biofuel drive has political acceptance because it will result in higher farm incomes. Examples of political favor for biofuel include New Delhi's plans to launch a nationwide biofuel promotion, with a special emphasis on jatropha, karanj and neem as plants that can be grown in wastelands and used as alternative sources of fuel to petroleum.
Bio-diesel has also been exempted from excise duty, and a National Biofuel Development Board is planned. Federal Agriculture Minister Sharad Pawar has also been promoting ethanol in the face of recent bumper crops and falling prices, both domestic and global.
Solar and wind
California-based Signet Solar will invest US$2 billion over the next 10 years to set up three plants in India to manufacture solar photovoltaic (PV) cells. Currently, Moser Baer Photo Voltaic (MBPV) dominates Indian production of solar PV cells.
Each of the Signet Solar plants will have an annual output of 300 megawatts, and the initial investment will be $150 million.
The global photovoltaic market has seen high growth, and sales are expected to rise from the current $6 billion to $40 billion by 2010.
Solar-energy efforts were also recently boosted when New Delhi finally announced long-awaited incentives for semiconductor use and manufacturing that include tax exemptions and subsidies.
Taking advantage of the new semiconductor-incentive policy, MBPV announced that it would invest $250 million to expand its solar-cell-making capacity. MBPV is scheduled to ramp up its solar PV cell capacity to 200MW in 18 months from the current 40MW. International Finance Corp, a private-sector arm of the World Bank, recently forwarded a $22.5 million loan to MBPV to promote solar energy in India.
Meanwhile, US wind-energy company AES Corp is exploring the possibility of building a wind-turbine manufacturing unit in India. "We are looking at a low-cost destination, and India fits into this category," AES executive vice president Mark Woodruff said.
Several Indian state-run oil production, exploration and marketing companies are also investing in renewable-energy projects.
Oil and Natural Gas Corp, Hindustan Petroleum Corp and Bharat Petroleum Corp are planning to set up 50-100MW wind-energy projects for captive use and may also sell any surplus power to third parties.
India's state-run National Thermal Power is planning a joint venture with global equipment maker ABB to enter the wind-energy sector with plans for 1,000MW of renewable energy capacity over the next 10 years.
Indian wind-energy major Suzlon has successfully concluded its acquisition bid for Germany's Repower Systems AG, and now controls more than three-quarters of votes in the Hamburg-based company.
Suzlon also signed a contract for 400MW of wind-turbine capacity with PPM Energy of Portland, Oregon. "This agreement is Suzlon's single largest contract for wind-turbine capacity," said Suzlon.

Others plunging into the bio-diesel pool include Indian Oil Corp, auto maker Mahindra & Mahindra, which is set to roll out its first biofuel vehicles by the end of the year, and Southern Online Bio Technologies, which has announced plans for a large bio-diesel production unit in Andhra Pradesh in an agreement with Lurgi Lift Sciences of Germany.
However, the enthusiasm for a biofuel future is tempered with not-unfounded fears of jatropha cultivation competing for precious land traditionally devoted to edible agriculture.
Others say India's biofuel drive has political acceptance because it will result in higher farm incomes. Examples of political favor for biofuel include New Delhi's plans to launch a nationwide biofuel promotion, with a special emphasis on jatropha, karanj and neem as plants that can be grown in wastelands and used as alternative sources of fuel to petroleum.
Bio-diesel has also been exempted from excise duty, and a National Biofuel Development Board is planned. Federal Agriculture Minister Sharad Pawar has also been promoting ethanol in the face of recent bumper crops and falling prices, both domestic and global.
Solar and wind
California-based Signet Solar will invest US$2 billion over the next 10 years to set up three plants in India to manufacture solar photovoltaic (PV) cells. Currently, Moser Baer Photo Voltaic (MBPV) dominates Indian production of solar PV cells.
Each of the Signet Solar plants will have an annual output of 300 megawatts, and the initial investment will be $150 million.
The global photovoltaic market has seen high growth, and sales are expected to rise from the current $6 billion to $40 billion by 2010.
Solar-energy efforts were also recently boosted when New Delhi finally announced long-awaited incentives for semiconductor use and manufacturing that include tax exemptions and subsidies.
Taking advantage of the new semiconductor-incentive policy, MBPV announced that it would invest $250 million to expand its solar-cell-making capacity. MBPV is scheduled to ramp up its solar PV cell capacity to 200MW in 18 months from the current 40MW. International Finance Corp, a private-sector arm of the World Bank, recently forwarded a $22.5 million loan to MBPV to promote solar energy in India.
Meanwhile, US wind-energy company AES Corp is exploring the possibility of building a wind-turbine manufacturing unit in India. "We are looking at a low-cost destination, and India fits into this category," AES executive vice president Mark Woodruff said.
Several Indian state-run oil production, exploration and marketing companies are also investing in renewable-energy projects.
Oil and Natural Gas Corp, Hindustan Petroleum Corp and Bharat Petroleum Corp are planning to set up 50-100MW wind-energy projects for captive use and may also sell any surplus power to third parties.
India's state-run National Thermal Power is planning a joint venture with global equipment maker ABB to enter the wind-energy sector with plans for 1,000MW of renewable energy capacity over the next 10 years.
Indian wind-energy major Suzlon has successfully concluded its acquisition bid for Germany's Repower Systems AG, and now controls more than three-quarters of votes in the Hamburg-based company.
Suzlon also signed a contract for 400MW of wind-turbine capacity with PPM Energy of Portland, Oregon. "This agreement is Suzlon's single largest contract for wind-turbine capacity," said Suzlon.

Canadian venture capitalists dramatically increased their investment in alternative-energy and environmental technologies during the second quarter of 2006, amid the backdrop of rising oil prices and heightened concerns over global warming and local smog.
While overall venture capital activity during the quarter plunged 25 per cent year-over-year to $496 million, companies focused on alternative-energy, environmental and other "emerging" technologies captured 18 per cent of the total. That was up from just 6 per cent in all of 2005, according to data released yesterday by the Venture Capital and Private Equity Association.
In dollar terms, $87 million was invested in the second quarter alone, compared with $109 million for all of last year.
Rick Nathan, president of the association and managing director of Kensington Capital Partners in Toronto, said it's too early to say whether the growing interest in such companies — often wrapped under the banner "clean technology" — is a quarterly blip or the sign of a long-term trend.
"It could be a one-off thing, but it's enough of a jump that it made us take notice," said Nathan.
"If we see this level of activity for another couple of quarters, then I think it would show the sector has really emerged as a core part of our industry."
It may be a case of Canada, comparatively conservative in venture capital circles, just catching up to the rest of the world.
"It's definitely not a blip," said Nicholas Parker, chairman and co-founder of the Cleantech Venture Network, which tracks venture capital investing in North American clean-technology companies. "It's entirely consistent with what we're seeing in Europe and the United States."
North American venture capital investment in "cleantech" companies rose to $843 million (U.S.) in the second quarter, up 129 per cent from the same quarter a year earlier, according to figures released last Thursday by the Cleantech Venture Network.
Parker said it was the eighth consecutive quarter of growth for the sector, which is largely focused on new energy technologies such as solar and ethanol. The sector also includes waste reduction, water purification, pollution control and energy efficiency.
Cleantech captured 13.4 per cent of total North American venture capital investments in the quarter.
The sector surpassed telecommunications and medical investments but remained behind biotech and software.
"This is happening almost in spite of public policy, and that's what's so fascinating and exciting," Parker said.
Canadian cleantech companies that raised funds in the second quarter included Ottawa-based cellulosic ethanol developer Iogen Corp.; solar-cell maker Arise Technologies Corp. of Kitchener; and Advanced Glazings Ltd., based in Sydney, N.S., a maker of a high-efficiency insulating glaze for windows.
Globally, clean-energy investments exceeded $2 billion (U.S.) in the second quarter, more than double the amount a year earlier, according to New Energy Finance, a London-based alternative-energy research company.
And momentum is building.
Earlier this month, Chrysalix Energy LP, a Vancouver-based venture capital firm that focuses on clean-energy technologies, announced the closing of a new fund totalling $70 million (Canadian).
The company said the fund will target investments in a number of clean-technology areas.
They will include solar, biofuels, fuel cells, clean coal, energy efficiency, energy storage and energy from waste.
