South Africa energy crisis sparks renewable power push

SA’s energy efficiency drive, alternative-fuels push, auto-sector challenges

Amory Lovins, an American scientist and author of books on renewable energy and energy efficiency, apparently coined the term ‘negawatt’ back in 1989. The idea then, as it is now, was to use consumption efficiency – in South African parlance, demand-side management (DSM) – to increase available market supply without increasing generation capacity – in other words, ‘virtual’ generation.

Now, given South Africa’s prevailing energy crisis, it can be argued that the term ‘negawatt’ is truly coming into its own, with Eskom, government, large industrial users, and even households, beginning to rally to the efficiency cause.

Our cover story this week takes an in-depth look at South Africa’s DSM campaign, which is targeting mandatory and voluntary savings of 3 000 MW between now and 2013.

The article makes it clear that Eskom is all too aware that load- shedding cannot be permanent, given that such draconian pressure generally entrenches rather than changes behaviour. Therefore, real effort has to go into finding ways to incentivise and disincentivise consumers in a way that encourages greater efficiency.

For my part, I would also like to see greater effort from Eskom in boosting the supply side over the short term, particularly given the importance of stable electricity in ensuring much-needed economic growth.

Energy is also a key theme in a host of other articles in this week’s offering, including an update on Sasol’s alternative-energy technology deployment, in Qatar, as well as its plans for a new coal-to-liquids refinery in South Africa. In addition, we provide continuing insight into the ongoing biofuels debate, and publish an analysis of the critical success factors for independent power producers.

IGSHPA instructor and consultant Don MacIntyre shown here with students of the first IGSHPA installers course conducted in the Middle East. The class, all engineers, include two participants from the Palestine Energy & Environmental Research Centre whose goal is to explore areas in the West Bank where energy can be saved and identify technologies that can achieve the savings. Fifteen of these 8 unit high end condos are currently being constructed by UCI in north Ramallah overlooking a deep ravine. Olive groves dot the mountain slope opposite the development which will include a swimming pool, spa, and other amenities found in such five star accommodations. With polyurethane panels for insulation the heating and cooling loads for these units came in almost equal. The experiment will compare energy data from two identical buildings, one equipped with conventional heating and cooling, the other with earth energy from 12 vertical boreholes 70 meters deep into the solid limestone formation. Thermal conductivity tests are being conducted immediately to confirm the design parameters. The second project for Go Geothermal, a five storey office complex, is already up and UCI will commence drilling near the end of December.

"The largest obstacle developers face is sourcing out the many components necessary for earth energy projects of this scope. In many Middle Eastern nations "green" technologies such as GSHP and WSHP are brand new concepts. But with more developments scheduled for 2008 and 2009 in three other middle eastern nations it won't be long before we see wide spread deployment in this part of the world too.", stated MacIntyre.

One of the alternative energy industries that hasn't received much press coverage is the geothermal group of stocks. Geothermal generation utilizes natural underground heat sources that powers a turbine which turns a generator. The word 'geothermal' comes from the Greek words 'geo', which means 'earth', and 'therme,' which means 'heat'. As it turns out, several of these geothermal stocks have been steaming in terms of stock price.

Here is the list:

Calpine Corporation (CPNLQ.PK), was founded in 1984. This San Jose-based company provides electricity in the United States, and Canada through the ownership, and operation of its own power generation plants. It owns 19 geothermal power plants at The Geysers in California. Its earnings have been negative, but revenues were up about 27% for the latest quarter.

Constellation Energy Group (CEG), was founded in 1906. This electrical generating company owns, and operates generating plants and fuel processing facilities utilizing various types of fuel including nuclear, coal, natural gas, oil, solar, geothermal, hydro and biomass. It has a P/E of 15.8, and a PEG of 1.43. Its yield is 2%.

IdaCorp, Inc. (IDA), is the holding company that owns the Idaho Power Company, which is involved in the generation, transmission, distribution, and sale of electric energy primarily in southern Idaho, and eastern Oregon. Its electrical generation comes from hydroelectric, natural gas, diesel, coal, and geothermal plants. It has a P/E of 12.6, and a PEG of2.92. It has a yield of 3.8%.

Nevada Geothermal Power, Inc. [NGLPF.OB], explores for, and develops geothermal projects in the United States to provide electricity. It owns a 100% leasehold interest in the Blue Mountain, Pumpernickel, and Black Warrior projects in Nevada, and the Crump Geyser Project, in southern Oregon.

Ormat Technologies Inc. (ORA), is a Nevada-based company, that was founded in 1965, and trades on the New York Stock Exchange. It owns, and operates geothermal power plants, that sell electricity in the United States, Guatemala, Kenya, Nicaragua, and the Philippines. It also provides products, and services to other geothermal power generators. It has a P/E of 70.2, a PEG of 2.67, and a yield of 0.5%.

PG&E Corp. (PCG), is a California-based electric, and gas utility which serves 5 million customers. Its electrical generation comes from natural gas, nuclear, hydro, coal, geothermal, wind, and several other types of renewable sources. It has a P/E of 15.6, and a PEG of 2.08. Its yield is 3.2%.

Polaris Geothermal (PGTHF.PK), is a developer of renewable energy in Latin America. It is currently developing a 66 MW geothermal project on its San Jacinto Tizate concession in Nicaragua.

Raser Technologies (RZ), is a Utah-based company that was founded in 2003, and trades on the New York Stock Exchange. It develops high performance electric motor, and controller technology. In addition, it has secured geothermal rights to certain Nevada properties owned by Truckee River Ranches, LLC, under the terms of a 50-year lease agreement. Its earnings have been negative.

Sierra Geothermal Power Corp [SRAGF.PK)], is a developer of renewable power from geothermal sources. It has investments in 15 geothermal projects located in Nevada, and California.

U.S. Geothermal Inc. (UGTH.OB) , is a Boise-based company, that was founded in 2002. It is involved in the development of geothermal energy power plants in the Raft River area of Idaho. Its earnings for the latest quarter were negative.

Western GeoPower Corp [WGPWF.PK] , develops geothermal energy projects. It owns the Unit 15 Steam Field located in The Geyser Geothermal Field in California, and in the South Meager Geothermal Project in British Columbia, Canada.

WFI Industries (WFILF.PK), is a Fort Wayne, Indiana company that develops, and manufactures geothermal heating and cooling systems, for both residential, and commercial customers. It has a P/E of 35.5.

PG&E teams up with SunTech Power and Fronius to illuminate a billboard

SAN FRANCISCO, Dec. 3 /PRNewswire-FirstCall/ -- Pacific Gas and Electric Company today unveiled the nation's first solar-powered billboard, located in San Francisco, Calif. The billboard is part of the utility's new advertising campaign, titled "We Can Do This", which features information about a variety of programs and services PG&E offers that reflect the company's commitment to the environment.

"As a leader in the fight against climate change, we are always looking for new ways to educate our customers," said Greg Pruett, senior vice president of corporate relations at PG&E Corporation. "With this solar-powered billboard -- the nation's first -- we increase the amount of clean, renewable energy we provide our customers. We also hope to capture the imagination of Americans about the actionable steps one can take to reduce their environmental impact."

The nation's first solar-powered billboard is prominently located at 1000 Brannan Street in San Francisco, visible from the Highway 101 9th Street exit. It is outfitted with 20 solar modules that can provide up to 3.4 kilowatts of renewable solar energy to the PG&E grid. The power generated by the system exceeds the power used at night to illuminate the billboard's lights. In addition to installing solar, PG&E replaced the billboard's halophane light fixtures with energy-efficient LED lights.

"Solar power is a core element in California's response to meeting increased electric demand and reducing greenhouse gas emissions," said Adam Browning, Executive Director of the Vote Solar Initiative. "PG&E has demonstrated a commitment to making renewable energy work for California. This leadership is critical if we are to be successful in fighting global warming."

The solar panels, provided by SunTech Power, collect direct current (DC) electricity from the sun's rays. Using a Fronius IG 3000 grid-tie inverter, the renewable energy is converted to alternating current (AC) power and fed into the electricity grid.

New Delhi : Moser Baer Photo Voltaic (MBPV) Friday signed a pact with the Rajasthan Renewable Energy Corp to set up a 15-MW solar power plant in the state.

The company expects to complete the project at an estimated cost of $25 million, according to an official statement.

The pact was signed at the Resurgent Rajasthan Partnership Summit 2007, currently underway in Jaipur.

"The MBPV aims to redefine the paradigms of solar power generation through its world-class manufacturing and multi-technology capabilities, and demonstrate a commercially viable, grid-connected photovoltaic energy system in India through this project," said Ravi Khanna, CEO, MBPV.

MBPV is a subsidiary of computer storage media major Moser Baer India.

The company plans to emerge as a leading technology-driven photovoltaic equipment manufacturer in the world by implementing a capacity of 500 MW by 2009-10 through a mix of technologies in the crystalline silicon, concentrator and thin film domain, the company said.

The company's photovoltaic equipment manufacturing capacities for crystalline silicon, concentrator and thin film technologies are coming up in Greater Noida in Uttar Pradesh near the national capital.

Global warming is "an emergency unlike anything humankind has ever faced before," Prof. Thomas Homer-Dixon argued Saturday in his Globe essay The sequel to Kyoto

"A few years ago, scientists regarded global warming as a matter of serious concern," he wrote.

"Now many appear to think that it's a matter of grave urgency — that we may be running out of time . . .

"Climate scientists are now beginning to discuss a topic that only two years ago many fervently hoped they'd never have to discuss — geoengineering, or the intentional human modification of the planet's climate to arrest or slow global warming.

He then moved to the University of Toronto to lead several research projects studying the links between environmental stress and violence in developing countries.

The Most Terrifying Video You'll Ever See contains no fake blood, vampires, creepy talking dolls or spooks hiding in television sets. It's a 10-minute lecture on global warming, delivered by a high school science teacher from Oregon, and it has swept the Web, generating millions of hits on multiple sites.

It's low-tech, low-quality and low-budget – Greg Craven, a 38-year-old father of two, shot it himself at his home in Monmouth, Ore., hopped up on Red Bull and Little Caesars pizza.

"It's my midlife crisis and my magnum opus, and my nervous breakdown and my enlightenment experience all rolled into one," he says.

Armed with a black marker and a whiteboard, Craven made an academic argument that went viral after he posted it on YouTube in June, generating nearly 3 million hits on the site. It now ranks among the most popular videos in the news and politics category.



"It's a classic example of how everyday people can help change the world," says Graham Saul, executive director of Climate Action Network Canada.

Craven wants to be the man behind the pebble that starts the landslide that ends in an avalanche change in public opinion, and he's already paid a price to be that man.

After completing his first video, he sifted through 5,000 critical comments to come up with a revised video, called How It All Ends, which links to five hours of explanatory videos.

In them, Craven dons a series of pointy hats and casually sets chemicals on fire in a lab to spice up his discussion, which combines science and risk-management theory to argue that what's needed now is nothing less than a change in public policy to combat global warming.

During the months it took him to produce the package, his wife, Jodi Coleman, 37, took their two girls, ages 2 and 3, to visit relatives for a week at a time, so Craven could work undisturbed.

"I entered this weird haze. My relationship with sleep changed. I would sleep when I could no longer function, and I would sleep for an hour so that I could function again. Then I'd get back up," says Craven.

He suffered the symptoms of what he feared might be a heart attack and drove himself to the emergency room at the local hospital. It was stress.

He spent $400 on energy drinks and another couple of hundred on pizza and McDonald's $1 cheeseburgers. He filmed the segments at home with a camera on a tripod and his Mac.

"He was definitely following his passion," says his wife, a former primary school teacher who quit to stay at home with the kids. "He is the world's most doting father and loves being with his kids more than anything in the world. He did it so that their world would be a better place, and I understood that."

Craven applied his considerable teaching ability to the project, drawing viewers in with a frank and charmingly mild-mannered delivery. "What if I told you I think I've found an argument that makes that whole bitter question of whether it's really happening or not, moot," he asks, peering into the camera.

He was inspired in part, by one of his online heroes – a Brooklyn blogger called Ze Frank, who started a Web sensation in 2001 by sending a party invitation featuring a series of hilarious dance moves to 17 friends. After it went viral, Frank quit his day job to build up his Web site and spent a year doing a daily three-minute show that drew 10,000 viewers a day.

Craven says an agent has contacted him to discuss a possible book. But he doesn't want to spend any more time developing projects for the Web – he says it's time for him to turn his attention back to his wife and children. He hopes others will pick up where he has left off.

"We need as many information warriors out there as we can get."

The drive for clean energy sparks a B.C. gold rush

Long before Al Gore and the United Nations' Intergovernmental Panel on Climate Change collected this year's Nobel Peace Prize, venture capitalists set their sights on a different prize: the massive profits going to oil firms. With the Arctic icecap melting before our eyes, their day is coming sooner than expected, as the clean-energy sector just keeps growing hotter with global warming. It helps that BP's global research shows only one barrel of oil is discovered for every nine we consume. No longer just an issue pushed by environmentalists, clean energy is becoming a money-making business.

World investment in this sector soared almost 400 percent between 2004 and 2006. Last year, 18 percent of energy investment–more than US$100 billion–went to renewable sources such as wind and solar. Professional-services firm Ernst & Young predicts that favourable government policies and high oil prices will drive yearly renewable-energy investment to US$750 billion by 2016.

Suddenly, this once-struggling "alternative" sector is tapping profits. Since 2002, clean-energy stocks have beaten the MSCI World Index by 64 percent. Small investors eager to "green" their portfolios are seeing good returns from North America's small but growing selection of clean-energy funds, which sometimes score well above the S&P 500 index.

When forecasts for investment in oil alternatives are closing in on a trillion dollars, something big is happening. And it's happening here in Vancouver.

In their 2007 book, The Clean Tech Revolution: The Next Big Growth and Investment Opportunity, U.S. authors Clint Wilder and Ron Pernick list Vancouver among the world's top 10 Silicon Valleys for clean energy. They credit fuel-cell pioneer Ballard Power Systems with sparking a wave of related technology startups around Vancouver. They also cite local academic research, venture capital, and a quality of life that attracts talent. The other cities in their top 10 were Copenhagen, Shanghai, San Francisco, Chicago, New York, Portland, Hyderabad (India), Austin (Texas), and Freiburg (Germany).

But Vancouver's clean-energy sector isn't limited to fuel cells. Energy efficiency and "bridging" helped Greater Vancouver companies dominate the Deloitte Technology Green 15 this fall, where innovation must be commercially viable. Seven out of the 15 Canadian awards went to companies such as West Vancouver's Sempa Power Systems Ltd., whose hybrid heating system lets you switch energy sources, and Burnaby's Xantrex Technology Inc., whose products feed wind, solar, and other renewable energies into power grids or a portable "powerhub".

Philippe de Weck, the Geneva-based manager of Canada's first clean-energy fund, speculates that Vancouver has "the combination of environmental awareness and innovative tradition [that] led to California being a hot spot for clean-tech". The Criterion Global Clean Energy Fund launched this fall, and its holdings range from Denmark's Vestas Wind Systems to two Vancouver firms that also made this year's Deloitte Green 15.

One is Westport Innovations Inc., a world leader in converting engines to use cleaner fuels such as natural gas, hydrogen, and biofuels, including landfill gasses. Westport owns half of Vancouver-based Cummins Westport Inc.–whose 300 employees produce the world's cleanest natural-gas truck and bus engines–and five percent of Clean Energy Fuels Corp., North America's largest supplier of natural gas for vehicles. Last year, Deloitte named it North America's second-fastest-growing tech company.

De Weck's other local buy was Plutonic Power Corp., a run-of-river hydroelectric developer planning a "green-power corridor" in the south coast's Toba Inlet area. In October, the groundbreaking for Plutonic's initial $660-million East Toba and Montrose Project won ceremonial blessings from three local First Nations: the Klahoose, Sechelt, and Sliammon.

Government policies driving clean-energy investment can have rapid effects. Beijing's pre-Olympics push for cleaner air gave a huge boost to Cummins Westport: the sale of 3,000 liquefied-natural-gas–fuelled buses. The European Union's target of generating 20 percent of electricity from renewables by 2020 is transforming whole economies. Denmark and Spain are almost there already. Germany, now at 12 percent, is switching so fast it runs more wind, solar, and biogas systems than any other country, and its "eco-sector" provides 250,000 jobs.

That kind of job and wealth creation encouraged California Governor Arnold Schwarzenegger to sign a deal in August 2006 with his Democrat-controlled legislature. The Global Warming Solutions Act requires California to cut greenhouse-gas emissions back to 1990 levels by 2020.

Three months after the act was passed, the ports of Los Angeles and Long Beach said they would convert from dirty diesel by buying 5,000 cleaner and cheaper-running Cummins Westport LNG trucks. The Vancouver firm is now preparing its first 150 trucks–for $22 million.

So there must be cheers in Vancouver's clean-energy boardrooms now that British Columbia will be jumping on California's bandwagon. After years of environmental cutbacks, Premier Gordon Campbell told the Union of B.C. Municipalities this fall to expect imminent legislation cutting B.C.'s greenhouse-gas emissions to 33 percent below current levels by 2020. B.C. will adopt California's tailpipe-emission and low-carbon-fuel standards and mandate that all government operations, including schools, be carbon-neutral by 2010.

Although Campbell's plan may rely on some carbon-trading–in which polluters buy business-as-usual credits–California's legislation boosted clean-energy investment, so expect that here. And continued "hydrogen highway" buzz from Campbell and Schwarzenegger may pump up Vancouver's fuel-cell companies, including Ballard Power.

Of course, the dot-com boom of the '90s proved that even when a sector takes off as predicted, small investors can get burned. And going green can be complicated. Both Vancouver companies in de Weck's new fund illustrate key issues facing would-be green investors.

With Plutonic, it's the tradeoff required with energy transitions. Plutonic founder and CEO Donald McInnes seems taken aback by criticism of run-of-river hydroelectricity, including that contained in recent articles in the Georgia Straight. Instead of flooding habitat, he said, the diverted water is soon returned to the river "without heating or cooling or adding chemicals or anything; we're just borrowing it". Old logging roads are reused, he said, power-plant footprints are small, and water is tapped above steep waterfalls so no fish are harmed in the projects.

"Fear-mongering" is McInnes's answer to reports that B.C.'s run-of-river projects lack oversight. "There are 18 different federal, provincial, regional, and local government agencies you must engage with." Approval for East Toba and Montrose, he said, took three years of wildlife surveys, a 700-page application focused on environmental risks, seven public meetings, and 77 conditions on their application to build.

Asked if public rivers are being stolen, McInnes said licences are time-limited and water isn't free. "About 15 percent of revenue, straight off the top, goes right back to government for property, school, and water taxes." Additional contracts with First Nations are confidential, but the industry typically pays a "one- to two-percent gross-revenue royalty". Local jobs and training are also in the mix.

"We don't want a [Sumas-type] gas plant," McInnes said, "We're not having coal plants, not having nuclear. That leaves large-scale hydro dams or renewables; we have to settle on something. Right now, we're importing 15 percent of our electricity, and most of that's coming from coal plants in Alberta."

"Another thing," he added heatedly. "Some people are calling this a gold rush, which is absolute horse shit." Plutonic's Rainy River application near Howe Sound, he said, shows how some of the current 500-odd water-licence applications will fall by the wayside. After spending $3.15 million on preliminary planning, Plutonic pulled out this summer because fish showed up in the project area. "If we can't build something with minimal impacts on the land, then we're just not going to," he said.

According to McInnes, some projects will die, even after approval. "These guys," he said of critics, "would have you believe there's going to be 500 power plants built next week…It's nonsense. There's 16,000 mining claims existing in this province. How many mines do we have? Twelve?"

Powell River Mayor Stewart Alsgard praises Plutonic for "doing all the right things" with local stakeholders.

The habitat impacts of hydro power, de Weck noted, are a "complex issue" needing public debate. Climate change, he said, will shift our focus "from local pollution to global pollution", with inevitable tradeoffs.

"We see similar debates on wind power with respect to its impact on birds. Even solar power has detractors on grounds of altering landscapes…Our current lifestyle consumes a tremendous amount of power. While the best measure is to become more energy-efficient–a key area of investment for our fund–we can't eliminate energy demand. Choices have to be made."

Westport's case illustrates another big issue for green investors: waiting for research losses to become profits. Formed to market University of B.C.–developed pollution-cutting technology, Westport's early years were dogged by research-and-development losses and roller-coaster stock prices. Analysts lumped it in with the underperforming fuel-cell sector. Governance issues arose–all since settled, according to Jonathan Burke, Westport's vice president for corporate development. De Weck said Westport was "a terrible stock over the years–a very poor performer for shareholders".

So what's changed? "Right now, it's a hot sector," Burke said, "but a few years ago, it was really cold." He laughed. "Frigid." It was more than that, de Weck said: "In the past, its product offering wasn't ready for commercialization. Essentially, they were ahead of their time."

Big orders like the Beijing and California port deals showed that the market was finally catching up.

But profits take time. Burke says R&D cost $21 million last year–against record revenues of $60 million. "We have to maintain our global-leadership position," he said. "We don't intend to slow down; that's what's given us the credibility we have in the international marketplace."

That credibility is key to Westport's growth. Industry recognition includes this year's Blue Sky Merit Award for consistently beating emissions standards (they already meet U.S. Environmental Protection Agency standards for 2010). The result? Partnerships and joint projects from Switzerland to China, including current work with BMW and Ford on hydrogen-fuelled internal-combustion engines.

Although "much of the work being done in Vancouver involves technology", de Weck expects hydroelectric power to be big here as well, given B.C.'s "tremendous resources in this field". Looking east, he sees "much more capital being invested in wind energy in Ontario and Quebec".

But which technologies will win the race to dislodge fossil fuels? De Weck gives solar the edge, because its costs are falling the fastest. But this race, he said, requires multiple approaches, from energy efficiency and renewables to the low-carbon transitional fuels Westport works with.

And that's a big opportunity for Vancouver's fledgling clean-energy industry.

KOLKATA: An eight-member team from South Korea, Taiwan and Singapore and officials from Kolkata-based Synergy Renewable Energy (SREPL) on Friday met West Bengal’s chief minister Buddhadeb Bhattacharya and formalised an agreement to set up a $400-million joint venture project to manufacture solar wafer at Durgapur in West Bengal.

Solar wafers are used to manufacture solar panels and modules which go into generating electricity from sunlight. Under the agreement, a company christened Kits Solar, will be incorporated and registered in Kolkata with an authorised share capital of Rs 200 crore. It will be an 100% export-oriented unit.

The West Bengal government has decided to pick up 10% equity through the West Bengal Renewable Energy Development Agency in the project, which will become operational in the next one year.

SREPL will hold 30% while South Korea’s Komex along with its associates from Singapore, Taiwan and South Korea will hold the remaining 60% stake in the company. The Komex-led consortium members include Green Energy Technology of Taiwan, Glosil of South Korea, Smart Applications of South Korea, S&T Solar Pte of Singapore, Rectec International and Motech of Taiwan.

This will be the first wafer manufacturing facility in India and will also mark the entry of Korean and Taiwanese majors in the field of solar energy in India.
